Manage: send now (5/min), whatever the window: the period it would send next; recorded in last_test_sent_at, last_sent_at (the next scheduled period's start) does not move. meta { sent, result sent|skipped|failed }: skipped = a negative alert with no negative mention; 502 with last_error when it failed
