A new signing key for this storage
POST/api/v3/:kind/:storage/rotate-signing-key
A new signing key for this storage: every public link already handed out for it stops working, items_public_url and keys_public_url included, and so does the ?signature= of a single record (which carries no expiry of its own). Returns the storage with its new links. Needs storage.write; a run token cannot call it. 20 a minute
